A question concerning discarded cell phones, to use by a senior

| Is it possible to put a discarded cell phone back into use with a phone card?
Specifically a Motorola Model V2260 from Verizon and an AT&T phone card.
The cell phone gives a recorded message that "there is a conflict of serial
numbers & to call customer service at *266" which is no help for my use.
The above happens when trying to dial the AT&T card # or any number at all.
The intent is for use of the phone only for emergency uses such as auto break
downs or any medical problems of a handicapped senior when/if out & about
and only to make calls out for help. No incoming calls.
Can anyone shed any light on this please?

The phone needs to be unlocked. Either the carrier that the phone is branded
to (Verizon) _might_ do this, you might be able to locate a program to
generate a possible unlock code or pay someone to provide this. You can
search the Internet for "unlock code V2260" for more info.

CDMA phones such as the v2260 don't use sim cards not sure what you have as
a "AT&T phone card" but sounds like a long distance prepaid or postpaid
phone card. The only AT&T card that would be used would be a cellular or
wireless card. Or a credit card could be used if you can get to the roaming
network, by programing the phone to change it's number to (123)-456-7890.
You don't dial this you have to have it as the cell phone's number. Roaming
network is 2.99 to setup one call and 1.99 per minute. You can also call
collect at the same rate. Note 911 is free and should work on your phone
with no changes.
