The touchtones are audible on my phone but are unrecognized by voicemail or
any other telephone service that uses a didital switchboard.

Check your phone to make sure that "DTMF Send" is on, or similar
setting. It should be somewhere in the "Settings" menu. When DTMF Send
is on, it will send the tones.
