Is it possible to use a cell phone modem to call another cell phone modem
and transfer data?

Absolutely.

You will probably need a data-terminating number on the
receiving end. This is a special data number (a second number
for the modem, the default number being for voice calls). This
is required so that calls from landline modems can be correctly
identified as requiring an over-the-air data circuit (with
different characteristics from a voice circuit). Although not
strictly required from a technical point of view for cellular
to cellular calls, carriers usually require that data number on
the receiving end (and charge extra for it).

You don't usually need a data number to instigate a data call,
but carriers do vary in their implementations.
