Power Over RJ-11 To Remote Cell Receiver?

A friend can get cell phone reception about 1000ft from his house and
wants to somehow get service to his house.

What he's thinking of doing is putting some kind of fixed cell
receiver at the end of a 1000ft cable, presenting his house with a
plain old RJ11 jack.

Does anyone sell a weatherized cell phone receiver that receives its
power over a long RJ11 cable and sends back plain old telephone
service over distances as much as 1000ft?
