Where to buy "unlocked" phones?

| I noticed and learned from eBay, that people are selling
phones that are already unlocked, because they are not branded.
But I thought that you had to buy service when you bought a
phone? Where can one buy a cell phone, w/o service needed to get that
price?

There aren't that many places, but places like expansys sells never
locked handsets. Of course you pay considerably more for it through
them since you're not getting any subsidy from a carrier.
