Yes, find out the carrier the cellphone user, then
get a court order to get the carrier to tell you where they
were or where they are when they made their last call.
The carrier can even tell you where the user was the
last time they turned their cellphone off and on,
.... with a court order that is. :)
Other than that, you would have to know someone that
knows someone that works for the carrier. Then you
might be able to get the same general idea were the user
is calling from that way.
