I would really like to know if anyone has EVER been given a free copy of
Oxygen phone software for reviewing the software or if it is just
standard advertising crap.

I was given one some time ago. However, my review wasn't completely
complimentary (it was honest), and didn't change my opinion of the product.
The licence expired within a few weeks, and I've never used Oxygen since
(purely because I don't particularly like it).

I've pretty much moved away from Nokia now (apart from my 6310i's), but what
software you need will pretty much depend upon your requirements. If
PCSuite suits your needs, then stick with it - it's free and does the job
for most people. If you need something with all the bells and whistles,
then Oxygen is really your only choice - though their licensing terms, and
the general clunkiness and unfriendly nature of the interface do put me off.
In the middle ground you've got Mike Bradley's offerings (I still use
LogoManager) which have generally been well presented and do exactly what
they say on the tin.
