| I gather that gsm operator can descramble the message and then give it to the
police if it was required so I thought I could use my own additional scrambling.
Are there any devices of that kind available ? Are they installed inside the phone
or not ? Where could I find more info about it and about enterprises selling the
stuff ?

Try asking the US Military, FBI or CIA.

| Encrypt it with PGP and then send it by using your PC...

| That is not quite true... voice and data can be unscrambled with the
apropriate hardware.
