Are the TCAPsec(3GPP 33.200) checks involved only for the TCAP
messages coming/sent from/to outside PLMN, or for the messages between
the NEs belonging to the same PLMN also?
For e.g., if the MSC/VLR and the HLR belong to the same PLMN (where
TCAPsec Gateway is deployed), will their communication involve TCAPsec?
