Do 2 bluetooth dongles = a USB cable?

| I have an all-in-one printer/scanner. It is connected to the desktop
computer via a USB2 cable. Now I want to do some scanning downstairs. Can I
pair a bluetooth on the computer to another one on the printer, trying to
make it a wireless network?

Nope. The printer is a USB client not a host so it can't drive a USB dongle
or anything else.
You need some sort of USB print server device to connect to the printer and
then connect this to a wireless network (WiFi or bluetooth, but I would
recommend WiFi if you need to go through walls/floors as bluetooth generally
isn't strong enough).
Some cheap routers have a USB print server built in.
