Install bluez for the bluetooth drivers. gnokii and gammu can talk to
(some) Nokia phones. Both KDE and Gnome have bluetooth frontends for
sending files, so look around for *blue* in the package manager of your
distribution.

It would be easier to help if you had specified which Nokia phone and
which Linux you have. If you don't already have a bluetooth adapter, see
<http://www.bluez.org/hardware.html>.

also watch out for kernel version compatibility. the frontends
mentioned below are your interface to bluetooth but the quality of the
support depends on the kernel drivers
