I am still on an old ATT WS plan and do not want to be converted to one
of Cingulars new plans. Buttons on the existing phone are starting to
go dead so I need a new one. The current phone is GSM but has the old
blue AT&T sim in it.

Will any "unlocked" GSM phone work with my old AT&T blue sim card?

Yes if it has (a) the necessary bands [850 and 1900] and (b) either
ATTWS or generic firmware [not modified by some other carrier].
