Even if you cannot help with the main question, can someone tell me if it is
okay to have the Treo in a mode where the screen stays bright constantly and
will not dim out? Should I pull the battery or is it okay to leave it that
way?

Real problem:
I have downloaded and installed the 1.17 update for my Cingular Treo 650.
Upon reboot I get an error message "Cannot find the operation application".
On clicking okay (no choice), It goes back to the normal screen. In
checking the "Phone Info" it says I still have the old 1.15 version. The
screen always stays lit, the preset auto-off 1 minute does not work, you
cannot manually turn it off by hitting the "hang-up" key either. If I pull
the battery & put it back in the phone tells me "plug your phone into
charger & select OK" then I again get the "Cannot find the operation
application" error message again.

My take: If it was bad for it to be that bright, it wouldn't go that
bright. I'll use up your charge faster, that's all.

Unplug the phone from the power cord and do a soft reset followed by a
hard reset. The soft reset should break the Treo out of the upgrade
loop, and the hard reset will wipe everything out of the internal
storage, allowing you to restart.

Start the upgrade process again, and when hotsync prompts you for a
username, give it a bogus name to avoid reloading your real data. When
the upgrade finishes, do another hard reset and hotsynch. This time,
when it prompts you for your username, give it your real Hotsync ID.
When completed, you can delete the bogus ID from the Palm Desktop via
Tools \ Users.
