I just joined this problem. I have a Moto V551 on Cingular GSM.
I have been able to successfully link my phone to my Laptop via
Bluetooth. I have a Dell Inspiron 6000 with the Dell 350 Bluetooth
controller card built in.
I have not subscribed to the CSD yet, but I wanted to make sure that is
what I need cause I can set up a dial up connection within windows and
it starts to act like it will connect even makes the phone start
dialing the correct number for my Dial ISP service then after no more
than a second the phone hangs back up and then the laptop gives me a
magical message that says the "remote computer did not respond". Is
this only because i don't have the CSD activated on my cingular account
yet. If so I read earlier in this thread that the "media net or works"
package that cingular provides will enable the CSD Feature. I wanted to
verify that this is true. I know I'm just one step away I believe. I
think all i need to do is activate the CSD but want to verify that with
someone that has delt with it before.
Thanks to everyone that has added to this previously and in the future
it has been a great help in getting me as far as I have.
P.S. I also have Moto PhoneTools (most current version) it works
perfect but pulls the same stunt when i try to connect to my
isp....the dial then almost instant hang back up.
Thank you,
Cody

Probably.
A GSM phone has no real dialup modem, just a sort of virtual modem which
makes a connection to a carrier's IWU (Inter Working Unit), located in some
service center. The IWU has the actual modem that can make analog data calls
and/or fax calls over the PSTN (public switched telephone network). If the
carrier doesn't provide an IWU, or if your account isn't provisioned for CSD
(Circuit Switched Data), then a GSM phone cannot data and/or fax calls. If
your account is provisioned for CSD, then all you need is to install the phone
as a modem with Windows Dial-Up Networking. For more information, see my
webpage <http://navasgrp.home.att.net/tech/cingular/fax.htm>.

This is true in most, but not all, service areas. Worse, Cingular is
discouraging CSD, and may be phasing it out.
Regardless, why use CSD at all except as a painful way to burn up surplus
Night & Weekend minutes? GPRS/EGPRS(EDGE) is much faster and more efficient.

Likewise MEdia Net, which *will* work with a tethered device, as described by
me on <http://navasgrp.home.att.net/tech/cingular/media.htm>

Sadly, that's a case of TechTV RIP.
