If this is truly harassment, then you need to speak to his commanding
officer, or your community police oversight committee, and file a complaint.

Sadly, I doubt you will do this.

Judging by the method in which you have so far handled this situation,
I'm going to go out on a limb, and suggest you check yourself into a
drug rehab, then the police will no longer feel the need to harass you.
