If you have been a Cingular customer (not necessarily with this phone) for
more than 90 days, you can request the Subsidy Unlock Code from them.
I did it via the "contact us" link on the customer service web site.
It took a week or so. They mistyped my EMEI, so you might include that in
your email, but I received the code for free.

How about that, they actually sent it. I think in their instructions
though they mean to insert a non-Cingular SIM
Please remember you only have 5 tries to unlock the phone. After 5
unsuccessful tries the phone will become permanently locked to the
Cingular Network.
Extract from the email:
Please follow these instructions:
1. Insert Cingular SIM into device
2. Power on the device
- Wait approximately 30 seconds until the "SimLock" application
appears (the delay may be longer if the user has already attempted
an unlock with the wrong code)
3. Enter the unlock code in the blank field
4. Press "Ok"
- If the unlock code is incorrect, an error dialog will appear.
After pressing "Ok" on this dialog, the user has to re-enter the
unlock code.
- If the unlock code is correct, a success dialog will appear.
5. Press "Ok"
- The device is now unlocked and should continue booting
I hope this addresses the concerns you have. If you need any additional
assistance please don?t hesitate to contact me or you may call Customer
Service at 1-800-331-0500, and a representative will be happy to assist
you.I would also like to remind you of our new * Services. There are
three services that we currently offer. Using your wireless phone:
- You can check your minutes by pressing *MIN#, then Call.
- You can check your balance by pressing *BAL#, then Call.
- You can even make a payment by dialing *PAY, then Call.
* Services are available 24 hours a day, seven days a week free of
charge.

I received various advice about entering a special code, or starting my
v551 with no SIM installed, because I wanted to unlock my phone before I
needed the unlock, to make sure I could do it.
Eventually, I borrowed someone else's SIM and unlocked the phone.
