Cingular cell phone service - V360 not available?

I cannot seem to find any Cingular plans that will combine with Moto
V360. Any reasons?

Am I stuck having to buy the phone separate? no discounting with new plan?

I think only T-Mobile is offering the V360 in the USA, so you'd have to
get one unlocked for use on Cingular. I've seen them on eBay for about
$150 delivered.
