I've noticed on most of the current Cingular phones under the spec
sheet the optional data cable will allow transfer of contact info,
ringtones and pics from the phone to a PC. Haven't found any that
support game transfers through the datacable... does anyone know if any
of the current models support this.

I am a Java developer and would like to be test my applications on the
phone.

Also would like to ability to load apps into the phone (since most
phones do support Java MIDP 2.0 standard an can run some nifty little
shareware/open source apps).

If the phone supports Bluetooth, just (OBEX) "push" them to the phone.

Download them from a WAP site, a number of which are free.
