One sixth of iPhones not activated on AT&T ?

How about an alternative explanation from an awful lot of hacked
iPhones.
Since AT&T has to pay Apple some percentage of monthly service fees,
maybe AT&T "Accidently" miscounted so it wouldnt have to pay Apple so
much, after all 100,000 phones times $10/month = $1,000,000 a month.

Doubt it. Apple is still involved, since you activate via iTunes.

Sure- after all, I'm sure Apple has no way of independently verifying the
number. And they would also keep as quiet as they have been about it if
the number weren't correct. And I'm sure the FTC would simply look the
other way at such a 'minor' accounting cheat, particularly in an
environment where the media is hungry to uncover such things.
At least your consistant in your level of cluelessness.
