How does Navas allow this spam which is verbotin in his
personal Charter.

He'd need to set up a moderated group. Never set one up, myself, but
know a couple folks who have (for a ponds group that just started).
Seems to go through a BB program on a hosted server.
I should ask how they do it.
Will need to pick a new name for the group to do that.
I still think everyone should write their own charter for this group and
post it.
