There are very few markets where VZW does not have a roaming agreement
it might be that Verizon choose the weaker coverage provider.
I am sure you have seen the roaming partner map for cellular.

There some area where there is no Cellular provider in some smaller
areas were VZW does not have a roaming agreement but about 50% Verizon
has a PCS provider to cover it for them.
