There is an issue finding PCS systems not in the PRL, since there are no
standard pilot "channels" on PCS. The PRL tells the phone where they
are. It may well not be possible for the emergency mode of a phone to
blindly search for non-PRL PCS signals (such as SprintPCS). Or just lazy
programming.
Since the A/B cellular band (and even CDMA on these bands) pre-dates
PRLs, there are standard pilot channels there, so the phone can find
them without assistance of the PRL. My first CDMA phone, a Motorola
SC725, did not use a PRL.
I've seen a phone go from "no service" to successfully complete a 911 call.
