Yes.

It controls what system the phone will lock onto, analog or digital. The
PRL specifies frequency band, pilot offset, and mode (CDMA or AMPS) of
desired providers. It can also say to not accept any system not in the
PRL (such as credit card calls). All Verizon Wireless plans before the
current "no roam" version of America Choice permitted the phone to lock
onto systems not in the PRL, but the current AC PRL denies it.

The only exception to the PRL restrictions is 911 calls, which are
supposed to lock onto any technologically compatible system without
regard to the PRL.
