What time Verizon is using to apply minutes? Is it local time or time
that your phone is "located" ?

It would be difficult to figure out the difference between "local" and
where "your phone is located".

If you are asking whether the time is judged by your service address or
where the phone happened to be used at a given time, the answer is, the
time at the switch picking up or delivering the call to your phone.

In other words, if you make a call from just west of the dividing point
between the Eastern and Central time zones, you might be in the Central
time zone (say 8:15pm) but the call might be carried by a tower and
switch in the Eastern time zone (9:15pm). The call would be rated on
Eastern time. That's how the time and rate of your call is determined.

So, if your service address and number is in Seattle, but you are
visiting New York, you don't have to wait until midnight (9pm Seattle
time) for unlimited nights. If you have your phone set to automatic
clock set, the time shown on your phone is the time at the switch local
to you.

Determined by the local time of the tower that handles your call.
