My brother-in-law is visiting Southern California. We live in Northern
California. The calling plan has free roaming and long distance. His phone
is displaying "roaming". How can one tell if the call is included in the
plan? I know that there are some areas that are not covered by the free
roaming and long distance. How do I know if I am in that area?

It depends on the plan that you have.

AC-2 - whenever the phone will make a call there will be no roaming or long
distance charges.
AC-1 - in some areas will have roaming & long distance charges - usually
when the phone says "Roaming".
There are also local plans that will have roaming & long distance charges -
usually when the phone says "Roaming".

Whenever "Roaming" is on the display expect to pay roaming & long distance
charges.

The "free roaming" is indicated by "Extended Network" being displayed!
