Does EVDO service require a contract?

| A friend of mine recently went to Verizon with an EVDO card that he
upgraded from.
Verizon told him in order to activate the card (he paid for x time ago
from Verizon), they would require him to sign a contract.
Usually contracts are used to get a lower price on equipment.. this
doesn't totally make sense.. basically they're saying you're in this
EVDO thing for 2 years.. (this was in DC area)
Wanted to buy a card off ebay and activate.. but now having doubts.
........
We use Oracle 8.1.7.4 and 9.2.0.6/7 on Solaris 2.7 and RH4

| I suspect a card is just like any phone in this regard. Initial sign up
requires a contract. Even if you already have the phone (card). This is
entirely different than if you are already a customer and let your contract
run it's course until you are on month-to-month without a current contract.
Then you could activate an eBay phone on your pre-existing account without a
new contract.

Yes, Verizon Wireless requires you to sign a contract whether or not you
accept the "gift" (equipment at no charge or discounted).
Cingular allows you to start service with no contract provided you have
compatible equipment for the plan. I don't know if Sprint PCS still
does, but they did offer service without a contract for $10/month more.
It's too bad Verizon Wireless doesn't offer something like that, too.
