Question about phone specs...

....me again. I am investigating a new phone and don't want to purchase
one I cannot activate (a VZW customer) - when I look at the specs for
the various phone and they say "YES" for GPS - does that AUTOMATICALLY
mean it is also compliant with the 911/GPS requirement?
