New Rochelle NY, bad service, ETF???

| My daughter moved from White Plains NY, where everybody's service works, to
New Rochelle, right on Long Island Sound, in an old brick apartment
building.
She's the first family member I know of to have problems with her VZW
service. It's basically unusable there, every single damn call drops and all
we do is repeat ourselves until it does. She's disgusted, and has three
months left on her contract. Her roommate has T-Mobile (I know, they pretty
much suck, but ironically works great in the apartment) and she wants to
switch ASAP.
She'll lose IN-calling to everybody else in the family, and I know she'll be
sorry when she travels.
She even tried to have a landline connected by Verizon landline, but they've
failed to show for appointments. She works 10-12 hours a day and doesn't
have time for this crap.
Is it possible that there's a cellsite down in her area, or how to find out
if it's just a dead spot? Other suggestions?
