Author Activate a Treo without PDA package?

My brother upgraded from a Treo 600 to a Treo 700. He gave me his 600 and I
tried unsuccessfully to activate it online. (I got an error message saying I
had to call Verizon.) When I called customer service they said they could
activate the phone but that I must buy a PDA package. I told her not to
activate the phone and keep my old one turned on.

Is the information she gave me correct? I don't plan on using Internet with
the Treo, I'll mainly use the Calendar features and it storage capability.
It stores many more phone numbers than my LG VX1 which is already maxed out
at 200 numbers.

Is there anyway I can activate this phone without purchasing a PDA plan? I
haven't had a contract with Verizon since August of 2003 and have been going
month to month. Is it possible they are just trying to get me to sign a new
contract?

Any help you can give me would be greatly appreciated.

They would not let me buy a 600 with out the data package. I ported my
number over to Cingular and although they officially had the same policy
as Verizon they were willing to "bypass" the policy and sold me one
without the data package.

It is my understanding that it is permissable with VZ by utilizing the
"pay as you go" data package. There is no charge unless you use it ..
so just activate with that package and never synch e-mail etc and never
use the browser.

This is correct. It is solely usage based (highest per kilobyte
rate of the data plans) but no charge if not used. You are only
charged for data.
