Does anyone know when this goes into effect? I read about it on HOFO,
but all of VZW seems to know NOTHING about it.

HOFO? What's that? Seriously. I don't know what that is. Pardon my
ignorance.

I found from experience that changes in terms and contracts are best
addressed by emailing customer service from the website as long as your
question is clearly phrased and you don't mind waiting a day or two for an
answer. It was the only way to get any accurate information on a recent
lawsuit that drove a recent change in the terms of service.
