I have a Verizon V3C phone with the earlier version GATW_01.OF.02 of the
software. And a PC to phone USB cable. Was thinking of buying Motorola
Phone Tools for $30 -- download from their website. My understanding is
that this should give me access to sync Outlook data, install ringtones,
images etc. Anybody else with this phone, this software, who can confirm
before I download this puppy?

Do some research on howardforums.com
You'll find everything you want to know.

There are a couple of small 'hoops' you'll need to jump through
in order to do ringtones and images, but yes, it is doable.

Been there - done that...

One person on HowardForums says it works "right out of the box" if you have
software version .02, which I have. So, I will give it a shot. I could
survive being out $30 if it turns out to be a worthless exercise.
