I believe officially not. A couple of years ago I tried to get a Treo
600 from Verizon (had been a customer 10 years). They would not do it
without the data plan (nor get the subsidized price). I then went
immediately to Cingular and explain I wanted a Treo without the data
plan (I got tired of carrying both a PDA and a cell phone). The sales
rep said officially not BUT she thought there was a work around and
called her supervisor to find out how to do it. Sale made.
I will say this though. The Treo is an adequate phone but my previous
StarTAC blew it away in call quality. The Verizon network was also
better with analog backup possible.
All said though Cingular worked half the time as my office (whereas it
was a Verizon dead zone) and I do like having the rollover minutes.

I have a xv6700 and went through the same hassle. Just get the data plan and
wait about a week then call and tell them to remove it and put you on the
pay-as-you-go plan. They will argue but be insistent and they will do it.
Then remove their network (*777) in the phones settings so it cant call in
to their evdo and charge you.
