Why does Verizon disable vibrate then ring on the V325?

| I just got a V325, and fixed it so Motorola Phone Tools works, including
transferring ringtones and photos. It's annoying, though at least
understandable why Verizon has Motorola disable these functions, since
they want you to pay to send or receive this stuff over the air.
I don't understand why they disable vibrate then ring. I fixed this as
well, but of course the vast majority of users would not have the
slightest idea of how to correct this issue, to gain back this very
useful feature. This feature is present on other phones sold by Verizon,
so it's not like they have some vested financial interest in selling you
a vibrate then ring function.
