Area code 779 and permissive dialing

Two things happened the day before yesterday. One was that I got another
postcard (identical to the first) re-announcing the new overlay area code
and explaining how we didn't have to dial '1' plus the ten-digit phone
number until February 17. The other was that I went to dial a number back
and the ten-digit phone number didn't work; I had to dial '1' plus the
ten-digit phone number.
