You can register your phone number for the federal DNC list at
www.donotcall.gov. You can also verify the registration of a phone number
on the DNC at the same site. Once you sign up your number is off-limits to
telemarketers for 5 year. However, any company which has a business
relationship can call. Any company that calls you must put you on their DNC
list if you request them to do so. The calling company must provide you
with a copy of their Do Not Call Policy if you request it. Failing to stop
calling you after a request or failing to provide a copy of their DNC policy
makes the telemarketer liable for damages. You can sue them in your local
small claims court.

You can read more at http://killthecalls.com. It's much easier to sue and
win than many people assume.
