Cubic Telecom Launches Quad-Band GSM phone with WiFI for €99.00
Including MaxRoam SIM card

The rates they list at "http://www.cubictelecom.com/rates/" are for
calling via WiFi, MaxRoam has not yet published their rates for using
GSM, but the one example they gave (Australia to the U.S.) was much more
expensive than other international prepaid SIM cards (though less than
international roaming on your own carrier such as AT&T or T-Mobile).

You can use any prepaid SIM card in these phones, you don't have to use
the MaxRoam card.
