No more "Send to end"

| The latest revision of the terms&conditions now declares that for
incoming calls, billing begins at the first right and then mentions that
this is the same as outbound calls.
When Fido began, it was answer-to-end for both inbound and outbound calls.
It then changed outbound calls to SEND-TO-END without advising
customers, but would confirm this over the phone when customers asked.
Seems they have just changed outbound policies to the FIRST-RING-to-END
without telling customers of this change (or perhaps that changed some
time ago and Fido/Rogers didn't bother telling us).
So if it takes 5 seconds for Fido to etablish the call, (first ring),
one should theoretically not be billed for those 5 seconds. (which is
fairer since those 5 seconds are overhead inside the telephone network).

They informed customers in the usual obscure way - they sent a text
message advising that the terms and conditions of service had changed,
and could be read on the web site. If you go to the web site and scroll
down through all the legalese, you get to the part about charging from
ring to end on incoming calls. I'm not sure why they bother obscuring
it - I think we all assume when we get a message about T&Cs changing
from anyone that it comes with an implied header "You've just been
screwed over. Want to know how?"

So is this first real ring? Because I've tried calling a phone in the
same room and I often hear 2-3 rings before it actually rings.
