Is the Razor considered to be a "smart" phone?

If yes.... is the Treo 650 still a better smart phone
than it is?

The disk I got w the european phone has a set up but no way to set up e
mail just calender and address book any one there to help.

No, the RAZR is not considered a smart-phone. It is however a decent phone.

Generally speaking your smart-phones will have an OS such as PalmOS, Windows
Mobile, or Symbian. (The most recent releases of Blackberry would also fall
into this category.)

It's a phone with some PIM functionailty, but is not a Smart phone in
the same sense as a WIndows Mobile or PalmOS device. it's more like a
regualr phone.
