T-Mobile (USA) told me that with International roaming set up on my
account I would be able to make calls in Israel with my Nokia 3390. I
cannot get any signal. How is this supposed to work ? Is there
anything I need to do to get a signal ?

You need a cellular phone that transmits and receives on the 900 and 1800
MHz bands. The Nokia 3390 is a North-America-Only phone which only uses
the 1900 MHz band.

Did *you* tell T-Mobile (USA) that you were going to use your Nokia
3390 in Israel? The 3390 is incompatible with any mobile system
outside of North America. The equivalent model for Israel would be
the Nokia 3310.

You need to get a different phone that will operate at 900 mhz to roam
on the Orange network. Your 3390 is 1900 mhz only

The 3390 if I remember correctly is just 1900. Israel is 900/1800. It won't
work.
