Please allow me to squeeze into this thread, as I'm weighting my upgrade
options for now as well...

So far, after a couple of calls to T-mobile I got no such offers. They
basically offer virtually nothing for free, and next best deal is $50.
Which isn't bad, if you think about it, but not as good as what new
customers get.

Didn't work for me. See above. After 2 calls - I get all the same offers
as on the web site. A visit to T-mobile store yielded exactly the same
result... However, when I stopped by a small cellular kiosk in a local
mall, they immediately offered to get me free phones (I'm on family plan
with 4 lines, so they offered 4 phones for free) or more expensive models
at more or less the same prices that new customers get. I'm a little wary
of dealing with them, as they seem like the kiosk may be here today but
gone tomorrow... But... for now this was the only place that offered me
some deals I'd consider serious.

Do you remember where you read it? I've never heard of retention
department and "special offers" with T-mobile. Is this something they
started doing recently? Back when I was with Sprint - I've done this
trick multiple times to get new phones, extra minutes/features, etc. And
on some occasions the retention folks even called me up proactively when
my contract was due to expire to offer the goodies before I ran. But last
time I checked, T-mo had no such department....
