I asked T-Mobile what it would cost to place a call from Thunder Bay
Ontario to the US on my current plan, and after much waiting, the
person came back and told me 20 cents/minute. I then asked what the
long distance charge was. They told me that there was none.

In actual fact, I was charged 49cents/minute from Thunder Bay plus 20
cents/minute long distance. There was no long distance charge for
Voice Mail (what a break, given that some people on foreign calls are
charged double). That was the roaming rate from there to Niagra Falls
on Rogers.

Incidentally, I called Dobson Cellular One, and they quoted my 69 cents
per minute on my TDMA pre-paid plan, and they were right. I suspect
they also roam on Rogers.

Incidentally, there was no coverage on either phone from east of Red
Rock to just west of Sault Ste Marie, about 300 miles on Canadian Hwy
17.
