Anybody knows if national holidays, such as Labor Day, are treated by as
weekends in T-Mo rate plans?

Nope...they are just a week day if they fall in the calendar as such.

I've seen the posts that indicate that Monday Holidays are not
included, but I was wondering, just when does the "weekend" start and
end under T-mobile's weekends free plan?

T-mobile's Web site says:

Weekend minutes

Minutes used between 12:00 a.m. Saturday and 11:59 p.m. Sunday, local
standard time.

For the 3-Day Weekend plan, weekend minutes are those used between
12:00 a.m. Friday and 11:59 p.m. Sunday, local standard time.

00:00 (12:00 am) Saturday to 23:59 (11:59 pm) Sunday. No holidays
give you off-peak rates with T-Mobile. If you have night minutes
included in your plan your weekend hours start at 21:00 (9:00 pm) on
Friday and end at 23:59 (11:59 pm) Sunday night. If you start a call
in one period and the off peak or peak rate changes during your call
your call is billed at the time period when you started the call.
