My guess, besides that English isn't his first language, is why the
1800MHz band was added to the already existing 900MHz band.
If so, my answer would be "because extra capacity was needed, and 1800
was available."

Right. In parts of Europe 900 MHz was full and 1800 MHz was the next
available band.
