For a work project, I am looking for a software which would allow me to
create DLG maps (that's Digital Line Graph maps) of certain areas in
the US, which would show the main cities and roads, with dots placed at
certain coordinates.

I have the list of the dots coordinates in a database and can of course
export it to any type of file necessary.

Basically, I need to create maps of diesel garages by states, regions
and major metro areas, if possible by placing dots with numbers of
them.

links.
Map Maker (www.mapmaker.com) will do it for sure.

Can you use USGS DLG files for roads, so you don't have to create
those?
