I have a Tomtom 9821x GPS.

Is it possible to find a free GPS program just to write out
the GPS coordinates either for a Ipaq 4700 or/and a windows XP based pc?

There are plenty, try Winfast Navigator as a start but there are many others
and even more shareware apps available for very little outlay. One such is
OziExplorer.
