Will the russian GPS satellites GLONASS and/or the european ones have any
impact on USA civilian GPS units?

Perhaps GPS can be made to track signals from all three systems to improve
accuracy or acquiring time?

Perhaps future receivers in the next several years
will have the capability to use satellites other than
the US operated GPS satellites.
