Sorry but that gives me the shits, it's about time America got it's
house in order instead of inconveniencing the rest of the world.

This gives me the shits, how about the rest of the world get it's house in
order and quit bitching about what they can't get from America for no
effort on their part, other than constant bitching, of course.
/sheesh

This action by the AF is in response to the GPS Wing's plans: per Col
Ballenger (current head of the GPS Wing):
"In September, Col. Hutto and I co-signed the memo to put users on
notice that unlike in the past, we plan to potentially fly all 32
useable PRNS, and we didn't want all our customers - civil, military,
and commercial - to be caught by surprise. We have discovered that
there are a few, and by a few I'm talking about less than a handful,
of niche specialized applications where PRN32 actually does have some
sort of an issue. Typically it's an issue with how the software in
that receiver is handling or processing the data from that satellite.
We've been working very closely with that customer community - far
less than one percent of known GPS customers out there. We're trying
to give users and those receiver manufacturers time to come up with a
software solution and to get it into the hands of their customers, so
by the time we are actually going to be broadcasting all 32 PRNs,
they've had adequate opportunity to be able to mitigate any potential
impact of that. So right now we're on a path so that within the next
month or thereabouts, we hope to be ready to rebroadcast PRN 32."
And so they did.

The notice was a point of courtesy.

I think you really have a strong case for asking for your money back.

Not sorry. When will Euro-peon serfs discard the feudal system, enter
the post enlightenment era, and carry their own weight? Probably not
until their self hate has destroyed their Uncle Sugar.
