Is There Such A Device? Low-cost Portable GPS

| Sorry for sounding ignorant...I am in this area.
I am looking for a low cost GPS or possibly RFID solution.
Specifically, I am looking for a device/software combination that
will
allow me to fix a transmitter/receiver unit to my fleet assets (not
vehicles, containers) to be able to locate them in the local
metropolitan area. I am new to GPS and RFID. Can you offer any
suggestions/referrals to vendors who make these kinds of devices?
Additionally, what kind of costs per unit would I be looking at if I
were to buy a batch of 300-400 units?

Don't reinvent the wheel. Search Google for "truck tracking" and you
will get plenty of solutions.
