Garmin GPS - newbie: Is this possible?

Ok, suppose i give out a bunch of gps enabled phones to a couple of
people. And then they are all in their cars and they drive off to some
place.

And i am at point A, and i know the latitude and longidute of my
location.

Now i want to write a web application in which:
1. I give my location of point A
2. And i want the application to tell me which of the people with the
GPS enabled phones is closest to me.

Is this possible? If yes, how do i write this application? How would my

web application retrieve the locations of all the phones to match with
my location?
