They now list the USB interface as "proprietary". I'd like to provide
the 12.0 - 13.8 VDC from a car to the unit. Previous Garmin units would
accept from about 4.0 - 30.0 VDC.

Anyone know if I can apply 12 VDC to the eTrex Vista C via the USB's two
power lines?

No, I am quite sure it will damage the unit. USB is spec'd at 5V. The
actual garmin accessory cable says:
INPUT 10-30 VDC
OUTPUT: 5v DC @ 1A

Just buy a 12v powercable for the Vista C

eBay has plenty of them

The USB cable will charge but it is a very slow, low voltage charge.
